Virginia’s Governor, Glenn Youngkin, has mandated that all votes for the 2024 presidential election must be cast using paper ballots.

On Wednesday, Youngkin signed Executive Order 35, which formalizes the election security measures he has implemented during his term for future elections.

“The Virginia election security model is effective. This transcends party lines—it’s an issue for all Americans and Virginians,” Youngkin stated during the announcement. “Every legitimate vote must be counted, free from dilution by illegal votes or faulty machines. In Virginia, we adhere to strict protocols, and our election security measures are proving successful.”

A key requirement of the election security measures is the exclusive use of paper ballots accompanied by a trackable chain of custody, providing a more reliable record of votes compared to commonly used electronic machines.

Additional components of Virginia’s election security protocol entail utilizing DMV data for verifying voter identity as well as employing offline counting machines among other precautions.

“We utilize entirely paper ballots with a rigorous chain of custody. Our counting machines, not voting machines, undergo testing prior to each election and are never connected to the internet. We do not distribute ballots en masse. We supervise our drop boxes around the clock,” Youngkin stated.

The governor emphasized, “We confirm the legal presence and identity of voters by utilizing DMV data and other credible sources to update our voter rolls daily. This process includes adding new voters while also purging the lists of those who should not remain, such as the deceased, individuals who have relocated, and non-citizens who might have unintentionally or maliciously tried to register.”

Former President Donald Trump praised Youngkin’s protocols, stating on his social media platform Truth Social that Virginia is “leading the charge in securing the elections in November.”

“The beautiful Commonwealth of Virginia, led excellently by Governor Glenn Youngkin, IS TAKING A STRONG LEAD IN SECURING THE ELECTION IN NOVEMBER—PROTECTING EVERY LEGAL VOTE AND PREVENTING UNDOCUMENTED IMMIGRANTS LET INTO OUR COUNTRY FROM VOTING. All votes will be on paper ballots and counted securely and fairly, not by internet-connected machines—a significant security risk.”

Election security remains a pressing concern for both major political parties as the presidential election approaches this November.

In recent elections, both Republicans and Democrats have levied various accusations regarding unlawful voter manipulation.
